Many people with good cause to complain make the mistake of complaining to the LGO, without realising the Ombudsman's role may be to stifle serious complaint, or slow responses sufficiently to cause a potential litigant to lose his window of opportunity for Judicial Review, etc. Obviously, litigation is always the last resort. However, with an estimated 24,000 serious criminal offences committed each year by planning officers, it is pointless making a complaint to the Ombudsman where he is unlikely to be able to award significant damages to justify the effort in putting your complaint, where it is most often the case that the same amount of effort would suffice for a successful and substantial claim.

Jad Adams points out that while the Ombudsman's office is staffed with so many ex-local government officials, it is not surprising that they find in favour of complainants in only 1.6% of cases. My thanks to Richard who wrote to me today, telling me that Croydon library has started to block this web-site from their public pc's. Richard says that he uses the library computers regularly; and has been a frequent visitor to www.croydoniscrap.com over the past year or so, since an article in the Croydon Guardian mentioned it. However, Croydon Libraries have recently banned this site; mysteriously categorising it as a "Gambling Site". . . . . . . Censorship or incompetence?

'Maladministration' includes (among other things) delay, rudeness, bias, faulty procedures, offering misleading advice, refusal to answer questions, unfair treatment and refusal to inform complainants of their right to appeal. 'Redress' is what an ombudsman recommends to put matters right when he or she upholds a complaint. It might be an apology, a change in procedure to try and make sure that the mistake does not happen again, or payment to cover any money that the complainant has lost as a result of the maladministration. In some cases, the ombudsman might say that a complainant deserves some extra money to make up for any worry or inconvenience the mistake has caused.

The direct result of the case in which the DTI was told to furnish more information is that the public today is getting no information at all. In effect, there is now no register open to the public. The DTI got the law changed.
How the DTI achieved this was the subject of the ombudsman's scathing report, which included findings that the department had misled the courts, parliament and the public. A full house. They had given a bogus reason for their opposition to providing the information. They had reneged on a promise to consult the charity on their plans.

If the council complies with the Ombudsman’s recommendations, there is in fact usually no mention of maladministration relating to the council in question in the Ombudsman’s annual report. Instead, the matter is euphemistically reported as a 'local settlement'. The local press are then unable to report the Ombudsman’s findings as maladministration, even though the Ombudsman has found malad-ministration according to his own published definitions, and only undertook the investigation on the basis of apparent maladministration with injustice. The council concerned is thereby spared press exposure of its maladministration.

Mr Woolas, I became a member of LGOWatch http://www.ombudsmanwatch.org because like many other citizens of this Country, I found the Local Government Ombudsman, in many ways worse than the Councils we where making the complaint about. The LGO has a lot of power, one could reasonably expect such a body to use due diligence in investigating complaints, instead we find that the LGO will accept the word of an Officer of a Council, even when the complainant provides the LGO with Documentary evidence disproving said Officer. The LGO is a form of Court but it allows Council Officers to routinely Perjure themselves without question. The LGO is a National disgrace, as is the complicity of the Government in perpetuating the corrupt system of the LGO. As is your reply to Anne Milton MP. There is nothing Lawful, Fair or Open about the LGO, it is a Kangaroo Court, and replies such as yours make you complicit in it's continuation.

Who says “The Office has received around 50 representations relating to the work of the Local Government Ombudsman over the past 12 months. We do not keep records of the precise nature of the representations received. This information could be provided only at disproportionate cost”. . . . . keeping records of 50 complaints? . . disproportional costs . . . That cost wouldn’t pay his tea room bill at the House of Commons. . . no wonder The Local Government Ombudsman is free to carry on with impunity.

The power of words versus the stench of corruption
Society is full of people with no scruples; people who are morally and/or financially corrupt; people who are determined to rip us off at all costs; people with no integrity who will never recognise or acknowledge the truth because their own world is based entirely on lies.
These people usually form themselves into like-minded groups and close ranks to present an almost impregnable barrier to outsiders. Or they may find an innocent scapegoat to blame; some innocent fool who tried to speak the truth. If good people continue to turn a blind eye to the activities of these parasites, they will continue to prosper. In many cases, the law actually protects them but perhaps that merely confirms that those who introduce and enforce laws have in their midst some of the most dishonest and corrupt members of our society. Our aim is to name and shame these people and we welcome your help. Though our current government seems determined to deny our right to freedom of speech it is still our right and we must use it.
